Job Description:
Purpose of Position
SCHEDULE - Monday - Friday, 7:00 am - 3:30 pm
Incumbent serves as Maintenance Laborer for the Parks and
Recreation Department, responsible for assisting in maintaining
buildings, grounds and equipment, and trails.
Essential Job Functions
Maintains cleanliness and appearance of assigned buildings and
grounds, including cleaning/sanitizing restrooms and replenishing
supplies, sweeping, vacuuming and buffing floors, dusting offices,
picking up litter, and emptying trash containers. Prepares shelters
and buildings for use, including locking/ unlocking for evening
events, setting up/removing equipment, straightening tables,
removing trash, and cleaning.
Operates post hedge trimmers, chain and hydraulic saws, riding and
power movers, bush hog, chemical sprayer, brush chipper, backhoe,
front end loader, grader, tractor, various models of trucks and
equipment for clearing and maintaining city parks and other park
property as assigned.
Assists in maintaining park, roads, parking lots, and trails,
including mowing/trimming grass, spraying pesticides, pruning trees
and shrubs, removing fallen tree limbs,
shoveling/sweeping/blowing/plowing snow, spreading salt on
walkways, planting, fertilizing and watering grass and plants,
pickup and removing litter daily, reseeding grass, applying
fertilizer. Operate , maintain, and repair computerized irrigation
systems.
Assists in maintaining buildings/facilities, other structures and
related equipment, including making minor electrical, plumbing and
carpentry repairs, painting/patching walls, hanging drywall,
caulking windows, patching roofs, unclogging toilets, changing
light bulbs, lubricating playground equipment, repairing/replacing
furniture, playground equipment and signs.
Assists in performing preventive maintenance and minor repairs on
Department equipment, such as tractors, backhoe, chipper, mowers,
chain saw, and power buffer including checking/maintaining fluid
levels, changing tires, repairing/replacing parts,
adjusting/sharpening blades, and lubricating.
May be assigned as project leader at work site, overseeing
completion of work orders, completing daily work orders as
required, and periodically assists in training new personnel
regarding safe, proper use of equipment, and appropriate procedures
for completing assigned tasks.
Occasionally work extended evening or weekend hours and may be on
24-hour call for emergency situations as assigned. Job
Requirements
High school diploma or GED preferred. Education and/or experience
in building, grounds and/or equipment maintenance preferred.
Possession of or ability to obtain CPR and First Aid certifications
and Indiana chemical applicator technician license within specified
time period. Possession of or ability to obtain certification in
club car maintenance.
Working knowledge of various mechanical trades, such as carpentry,
plumbing, electrical, and ability to properly operate various hand
and power tools, such as hammers, screw drivers, wrenches. power
saws, grinder, and sander.
Working knowledge of grounds maintenance and ability to properly
operate various related tools and equipment, such as post hole
digger, pruner, shovel, rake, brush chipper, bush hog, riding and
power mowers, hedge trimmers, grader, chain saw, backhoe, front end
loader, grader and tractor.
Ability to physically perform the essential duties of the position,
including exerting sustained physical effort, bending, reaching,
crouching/kneeling, standing/walking for long periods, working in
awkward positions in long periods sitting for long periods,
climbing ladders, pushing/pulling/lifting/carrying objects weighing
more than 50 pounds, handling/grasping/fingering objects, hearing
sounds/communication, close and far vision.
Working knowledge of universal health precautions and City's
Bloodborne Pathogens Control Plan, and ability to apply such
knowledge on the job to protect oneself from infection.
Ability to understand and follow written and oral instructions, and
work alone and with others in a team environment with minimum
supervision.
Ability to effectively communicate with co-workers, other City
departments and park patrons, including being sensitive to
professional ethics, gender, cultural diversities and
disabilities.
Ability to regularly work extended and weekend hours, occasionally
work evening hours, and travel out of town for training, sometimes
overnight.
Possession of a valid Indiana driver's license, a demonstrated safe
driving record, and must remain insurable through the City of
Noblesville's liability insurance carrier. (Refer to the Civilian
Personnel Policy for additional information.) Work Environment
Incumbent maintains contact with co-workers, other City
departments, and park patrons for the purpose of exchanging
information, and assisting in training new personnel.
Incumbent reports directly to Parks Maintenance Superintendent.
Incumbent performs duties indoors and outdoors involving occasional
work in high places and on ladders, and exposure to dust, dirt,
grease, fumes, adverse weather conditions, extreme temperatures,
bloodborne pathogens and other infectious materials, cleaning and
toxic chemicals, power tools and heavy machinery, for which safety
precautions must be followed at all times to avoid injury to self
and others. Incumbent regularly works extended and weekend hours,
occasionally works evening hours, and occasionally travels out of
town for training, sometimes overnight.
This position is identified as having occupational exposure to
blood or other potentially infectious materials.

HEALTH INSURANCE BENEFITS

The City of Noblesville pays 80% of the medical, dental and vision
premiums for full-time city employees. Insurance premiums are
deducted over 24 pays per year.

Employee Healthcare Clinic
Full-time employees have access to a Health and Wellness Clinic
which provides many health and wellness services for employees and
dependents on the city's medical healthcare plan. Many of the
services provided are those you would expect to receive from a
family physician. The clinic also provides generic prescriptions
and clinical lab testing. All services provided at the Health and
Wellness Clinic are provided at no cost to the employee.
Dental
Preventative services paid at 100%
Basic services paid at 80% ($50.00 deductible)
Major services paid at 50% ($50.00 deductible)
(A $50 deductible applies to Basic and Major services)
Vision
Eye exams: plan pays up to $100.00
Contacts: plan pays up to $200.00
Frames: pays up to $130.00 (every 24 months)

Employees are eligible to participate in the deferred compensation
program. The city will match a percentage of contributions up to
