success. Credence has an immediate opening for a System
Acquisitions Manager who will be primarily responsible for
supporting AFLCMC/RSO at Wright Patterson AFB, OH. RSO’s mission is
to advance the SECAF’s direction and “…leverage mature, new, and
emerging technology to reduce sustainment costs and improve
readiness…” The RSO will play a role in sustainment analogous to a
research laboratory in development. Its customer base—the logistics
and sustainment enterprise—should come to view RSO as their center
of excellence for identifying, maturing, and transitioning
technologies with traceable and measurable readiness impacts, cost
reductions, and ease of use. Requirements Responsibilities: Perform
duties for various project / program initiatives; investigate,
analyze, plan, design, develop, implement, or evaluate solutions
for project / program efforts; provide expert-level issue
resolution and recommendation support to achieve desired program
outcomes; and have specialized expertise that may include, but is
not limited to, the following functional areas: logistics,
maintenance, supply chain management, financial management,
security management, information management, and contracting.
Independently apply knowledge of DoD acquisition processes and
analytical methods or techniques to gather, analyze, and evaluate
information required by program or project managers and customers;
draw conclusions and devise solutions to problems relating to
improvement of acquisition effectiveness and compliance; develop
and draft acquisition documentation and ensure quality control; be
able to perform work measurement studies, program or operations
efficiency reviews, cost studies, or workload change impact
analyses; and rely upon and use automated management information
systems in performing fact finding, analytical, and advisory
functions. Apply knowledge and experience in acquisition program
management philosophy, policies, and procedures to the procurement
of AF systems, subsystems, and equipment throughout their life
cycles. Apply integration, communication, coordination,
organizational, and planning expertise to technical and acquisition
efforts across a broad spectrum of functional disciplines in order
to effectively assist in the implementation of program direction.
Plan, organize, and assist in managing critical aspects of the
development, modernization, production, logistics, and/or
deployment of systems, subsystems, and equipment. Provide
assistance to support the full spectrum of actions required to
award contracts. Actions required include, but are not limited to,
risk management, conducting analyses, assisting in acquisition
strategy planning, assisting in the preparation of draft pre-award
documentation, providing support to the source selection process,
and post-award actions. Assist in milestone planning, tracking,
scheduling, briefing preparation, and staff coordination. Provide
support to the customer for the creation of decision documentation,
support program briefings, assist in schedule management,
participate in an advisory role in management reviews, and
coordinate activities leading to milestone reviews. Assist in the
implementation of weapon system prime contractor performance.
Assist the customer for the development of key program metrics and
shall perform periodic reviews to identify potential issues for
Government consideration. Provide assistance in developing and
integrating risk management plans and strategies, provide
assistance to the organization in surveillance of weapon system
prime contractor and subcontractor performance, and assist in
determining program progress by providing feedback to the
Government. Provide support for technical program management and
planning, acquisition support, weapon system logistics support,
effectively communicating recommendations to higher organizational
management, and participating in various IPT actions. Provide
support relating to updates to comprehensive aircraft planning for
enterprise-wide use. The planning shall consider both classified
and unclassified aspects of the program and shall pass approval by
the Program Director. Provide assistance for the development of
acquisition strategies that support all aspects of the program.
These efforts shall integrate cost, schedule, Provide technologies
needed to field modernization combat capabilities with a focus on
Increment 3.2B and Mandates programs. Identify potential issues and
make recommendations to the Government for consideration. Provide
assistance for the development of aircraft Life Cycle Management
Plans. Provide expertise in fulfilling Program Director
requirements for Senior Leader Process Reviews. Facilitate Program
Management Reviews (PMR) to ensurethe reviews cover the key topics
and chart the program course. Identify potential areas of concern
for Government consideration. In conjunction with Defense
Acquisition Board (DAB) preparation and overall planning
implementation, provide expertise and draft documentation support
for the update and delivery of the following: MARs; All Selected
Acquisition Report inputs to Congress; Acquisition Program
Baselines for Acquisition Category (ACAT) programs; and,
Acquisition Strategy Report for all programs as required Provide
program management support as required for aircraft sustainment,
modernization, and/or integration activities. Provide support for
efforts to include, but not limited to, strategy development,
requests for proposal, proposal evaluation, contract negotiation,
and contractual oversight. Provide recommendations for the most
efficient and effective means to plan and contract for the
transitions to support post-modernization and sustainment.
Qualifications: Clearance: Secret or ability to obtain a Secret
Master’s or Doctorate Degree in a related field and ten years of
experience in the respective technical / professional discipline
being performed, five years of which must be in the DoD or
Bachelor’s Degree in a related field and 12 years of experience in
the respective technical/professional discipline being performed,
five of which must be in the DoD or 15 years of directly related
experience with proper certifications as described in the PWS labor
category performance requirements, eight of which must be in the
