Job Description:

Under the direction of executive management, the HR Administrator manages the day to day tasks of the Human Resource office. The Administrator shall effectively implement the human resource policies, procedures, payroll and programs. The HR Administrator is responsible for all the duties related to the HR functions listed under essential duties and responsibilities either directly or with the assistance of the HR team.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.Compliance:Assists with and makes recommendations to management team on policy, procedure, work instruction and employee handbooks to maintain compliance.Staffing:The Administrator conducts the recruitment efforts for all nonexempt personnel, students, temporary employees, and for the exempt employees when requested. Writes and places advertisements to fill vacant positions.Process all background checks and reference checks.Maintains hiring program along with all records, reports, and logs pertaining to these activities to conform to EEO regulations.Prepares employment offer letters to all level 3, 4, & 5 new hires; outlining the offer, confirming the hire date, and defining benefits. Especially any deviations negotiated as a condition of acceptance.Maintains Job descriptions. Works with the functional managers to conduct a job description review to assure the descriptions are in line with current duties and responsibilities of each position prior to conducting an employee's annual review.Assists in the preparation of HR metrics for the ARB annual meeting.New Employee Orientation:Conducts new employee orientation to foster positive attitude toward Organization's goals and conducts when necessary exit interviews.Verifies all payroll forms are completed, administers pre-employment and worker's compensation drug screens, and conducts new hire Right- to-Know and sexual harassment training.Payroll:Responsible for updating time and attendance program for new employees and weekly payroll.Enters new employees information into payroll. Verifies direct deposit information and submits to accounting for review.Responsible for processing child support and garnishment request and providing payroll with those and other deduction requirements. Verify changes employees have made through the payroll system such as 401(k) contributions and address changes.Responsible for reporting ACA hours to third party provider.Employee Records:Oversees the accuracy, storage and retention of employee's records.Maintains attendance records and administers policy, including counseling and disciplinary action. Maintains Disciplinary Action Log.Oversees the maintenance of employee information such as personal data, compensation, benefits, tax data, attendance performance reviews or evaluations, and termination dates and reasons.Performance Reviews - maintains records of performance evaluations and assures timely reviews.Unemployment Compensation:Works with management to respond to Indiana Employment Opportunity inquiries and assists organization management at related hearings and investigations.Worker's Compensation:Process accident reports and prepare documentation for insurance carriers and/or third party administrators (TPA). Monitors workman's compensations claims and coordinates return to work programs with carrier/TPA and claimant.Maintains statistics for governmental and Internal/HR reporting purposes. These include but are not limited to ISO, OSHA, ADA, EEO, COBRA, FMLA, or any other mandatory reporting.Benefit Administration:Performs benefit administration for policies pertaining to employee's time away from work. These include PTO, holiday pay, leaves of absence, including medical and FMLA, and short term disability.Oversees the administration of insurance benefits between employee, third party administrator and payroll. This includes but not limited to enrollment, change reporting, payroll deduction authorizations, claims resolution, billing, and COBRA.Assist in the preparation and verification of 401(k) reports. Maintain accurate information pertaining to employee census data and contributions for reporting to 401(k) processor.Assist in auditing and verifying 401(k) provider communications to employees that are enrolled in the 401(k) who have terminated in order to comply with 401(k) regulations.Assist employees with 401(k)/Profit sharing issues as needed.Training:Oversees training sessions covering specified areas such as new employee orientation, use of computers and software, apprenticeship programs, health and safety practices, and refresher training.Contributes to the compiling and analysis of past and current year training requirements for the ARB annual meeting.Communication:Employee Handbook - Assist with the maintenance of and recommends changes to the employee handbook.At a minimum communicates holiday schedules, open enrollments of insurance and 401(k) program.Provides relevant content related to HR issues to the employee newsletter, Metrogram.Coordinates with the HR team to effectively represent and support the responsibilities of the HR office on various committees when requiredBachelor's degree (B. A.) from four-year college or university; or equivalent with certificate or associate degree from a business college with one to two years related experience and/or training in Human Resources.
